West Virginia's governor signs Horizontal Well Act into law

West Virginia Governor Earl Ray Tomblin signed the Horizontal Well Act last week, which establishes "permitting and regulatory rules governing the drilling of horizontal wells in West Virginia," according to a press release from the governor's office.
