ODNR official defends state's sole regulatory authority over oil and gas drilling

Industry experts discussed the challenges and opportunities present in the Utica shale play during the DUG East conference in Pittsburgh last week, The Intelligencer / Wheeling News-Register reports. Rick Simmers, chief of the Division of Oil and Gas Resources Management at the Ohio Department of Natural Resources (ODNR) described the "home rule" battle currently on its way to the Ohio Supreme Court and defended his position that the state is best suited to regulate oil and gas drilling (See our Sept. 25, 2013, blog post for more information). Simmers also discussed the difficulties inherent in trying to develop an oil and gas play in an area as highly populated as Ohio when compared to other plays in the United States, the article said.
