Lawsuit asks court to decide if the names of people who lease land from the Muskingum Watershed Conservancy District are public record

A lawsuit filed by Leatra Harper, founder of the anti-hydraulic fracturing organization Southeast Ohio Alliance to Save Our Water, asks the Fifth District Court of Appeals to decide whether "the names and addresses of individuals and businesses leasing land from the Muskingum Watershed Conservancy District" (MWCD) are considered public record, according to The Times-Reporter. MWCD says it did not fill a public records request made by Harper's attorney because it doesn't believe "cottage site lessees should be subject to mass mail solicitations just because they have a lease" with them, the article said.
